FG Implements E-Visa Automation on May 1st: Interior & Aviation Ministries Unite for Enhanced National Security

ABUJA The federal government, via the Ministry of Interior along with the Ministries of Aviation and Aerospace Development, has established May 1st as the start date for implementing the new policies related to E-Visas, automated landing cards, and departure card digitization across the nation.

On Wednesday, during a joint inter-ministerial press briefing in Abuja, both ministers—the Minister of Internal Affairs, Dr. Olubunmi Tunji-Ojo, and the Minister for Aviation and Aerospace Development, Festus Keyamo—revealed that their collaborative efforts, particularly with the implementation of the Advanced Passenger Information System and e-gate solutions, resulted in the apprehension of several blacklisted foreign nationals who were subsequently turned over to INTERPOL.

Providing clarity, Ojo-Olujimi expressed his gratitude to the Ministry of Aviation and mentioned that both parties have concurred on establishing a joint task force. This team will work towards ensuring the successful implementation of the E-Visa system as well as the automated processing of landing and departure cards.

The program commences on May 1, 2025, with an additional three-month grace period before the comprehensive enforcement and execution begin on August 1.

There will be an amnesty allowing individuals with visa overstay issues or those who have violated immigration laws to step forward and legalize their status by reporting to the immigration offices.

Following the implementation of the AP system, we faced another challenge with the E-Gate. We extend our gratitude to FAAN, who serves as our landlord, for their assistance. Today, we gather to address the next phase—introducing the E-Visa alongside an automated landing and departure card process.

We recognize that previously, we've used exit and landing cards in a traditional manner, where individuals needed to complete paper forms. However, considering that Nigeria is home to 230 million exceptional people, it’s essential for us to be at the forefront of technological advancement. Therefore, we plan to automate these processes starting May 1, 2025.

He went on to say that the landing and exit cards, which are complimentary, must be completed online prior to your departure and shown to airline staff as part of the boarding process.

Beyond this, we will implement additional measures that we can clarify further at a later time. We've also concurred that the Electronic Visa will simplify entry into Nigeria while improving national security. Naturally, these applications will be submitted online.

“There is a centralized visa approval centre already at Nigera Immigration Headquarters. Officers have been trained, well-equipped, and solution-integrated to all major criminal record systems in the world, Interpol and the rest. And of course, there will be better background check in terms of people coming into Nigeria.”

On his part, Keyamo assured that the automation will be seamless.

The system recognizes it immediately, retrieves it, and proceeds. As you depart from your home country, the initial point you reach at the border exit is typically the check-in counter of a private airline. This is where the NCA becomes relevant.

When returning to your home country as a foreigner, they might ask for your exit card. This is their top priority. Without it, you won’t receive a boarding pass. Once you complete your exit card and input your passport number, information such as when you entered the country appears. Details like where you received entry stamps and for how long become visible. If these records show an overstay, following the protocols set by the NCAA, the airline will deny boarding and direct you to immigration authorities.

IPU: Kalu Urges Strong Post-War Recovery Plans for Africa

Rt . Hon. Kalu, who was named a co-rapporteur to the IPU’s Standing Committee on Peace and International Security is to speak on “The role of parliaments in establishing robust post-conflict management mechanisms and restoring a just and lasting peace”

Alongside A. Al-Zu’bi of Jordan and Ms. F. Belhirch of Netherlands, he noted the devastating effects of conflicts and wars in Sudan and Democratic Republic of Congo (DRC).

His words; “Despite multiple peace agreements, sporadic violence has persists due to inadequate post-conflict reconstruction and weak governance structures.

“The failure to establish a resilient peacekeeping and reconstructionframework has left Sudan vulnerable to renewed conflict, Economic marginalization and weak institutions.

This disappointing setback has hindered sustainable peace even more, highlighting the necessity for improved systems in managing the aftermath of war.

The Democratic Republic of the Congo (DRC) has faced conflicts since the 1990s, encompassing both the First and Second Congo Wars. These wars were dubbed 'Africa's World War' because of their extensive scope and the participation of several nearby nations.

The conflicts have led to more than 5 million fatalities, largely because of illness, hunger, and aggression. The area still faces intermittent fighting, which hinders years of tenuous reconciliation attempts.

Inadequate post-war leadership, widespread corruption, and lack of effective conflict-resolution methods have hindered enduring stability.

For lasting peace, Kalu thus called for enhanced institutions, economic rebuilding, social harmony, and integration as restorative measures along with international assistance.

Resilient governance systems can effectively handle post-conflict situations and promote inclusive political participation.

The full execution may ensure economic resurgence along with the reconstruction of infrastructure, generating employment opportunities, lessening disparities, and fostering communication between conflicting parties and communities. Consequently, this process could help mend longstanding rifts and bolster national cohesion.

Creating systems that include formerly marginalized groups within the political framework can be achieved through policies ensuring their involvement in governance and society. This approach can alleviate negative sentiments and foster national cohesion.

"I recently received a report from our cleaning department stating that we require $38,000 to ensure all of our waste collection trucks are operational," Coltart mentioned.

“If I said I don’t experience any struggles as an educator, it’s far from the truth,” Dr Melissa Liow laughs.

Her hands are full. She juggles her managerial duties as the Assistant Director, Academic Office (Business) with University Partnership with Coventry University at PSB Academy while teaching business and management classes from degree to postgraduate levels.

When she finally steps away from her day job, she unwinds with movies and quality time with her 15-year-old son at home. Yet, the lecturer still finds herself replying to emails after hours, helping students struggling with assignments or panicking during coursework submission periods.

But she emphasises that she’s “not on around-the-clock standby”.

“I’ve been a student before, and these are the things I’d want my teacher to support me with, so why not?”

Now in her 40s, Dr Liow’s teaching journey began in 2012, when she initially focused on hospitality courses at PSB Academy. Since the partnership between PSB Academy and Coventry University kicked off in 2014, she has expanded her educational expertise to include business courses.

But long before she stepped into the classroom, she was honing her skills as a front office manager in the hospitality industry, a background that continues to inform her approach to teaching.

For a decade, she worked at multiple four- to five-star hotels in Malaysia and Singapore, tending to guests from around the world. During her time in the F&B and hospitality industries, Dr Liow gained valuable experience in human resource management, marketing planning, and customer account service management.

She had the skills, the entrepreneurial ambition, and a vision—maybe an F&B venture, maybe something in accommodations. With her extensive market knowledge, she could have built a business empire of her own.

Instead, Dr Liow chose a different path, leaving the service industry behind to serve a different community: students.

The Educator’s Expertise

Dr Liow’s confident air and bright smile are a welcome sight for her students. Behind that is a strong desire and passion to see her students achieve success.

She teaches around 100 students per lecture, laying the groundwork before they break off into smaller tutorials, where lessons become more interactive, discussions more focused, and learning more personal.

Sitting in a classroom with a mountain of theories to memorise can be a drag for any student. But surprisingly, watching Dr Liow break down marketing strategies never felt intimidating. Her motherly nature shines through in the way she patiently answers questions between lessons, always taking the time to listen to her students and give them her full attention.

But she knows that passion isn’t enough to make a positive impact on her students. It’s also about making sure she has sufficient resources and knowledge to do so.

“It’s key as an educator to have some level of knowledge in this,” she says, as she buries herself in more research—the impact of external factors on the business environment.

She also breaks down how Coventry University and PSB Academy’s education principles of ‘responsible education’ have helped guide the way she prepares her curriculum.

"We're motivated to blend business theories with practical applications. This goes beyond mere lectures; it involves mentorship and a collaborative learning environment. Additionally, our own corporate backgrounds allow us to share valuable industry perspectives with our students," she clarifies.

Beyond the Books

With a repertoire in education spanning 15 years, Dr Liow has no intentions of stopping. Theories might be at the centre of her curriculum—but her passion for education goes beyond the books.

The students who come and go from her classes vary, and so do their struggles. For part-time students, balancing their studies with demanding day jobs takes a toll. International students fight to combat homesickness. Others share personal challenges they face at home.

And yet, even with the workload she bears, she always makes time for them.

“I allow–even encourage–them to open up, and I actively listen and empathise with them. When necessary, I refer them to school counselling or mental health resources. I even suggest outlets like international student clubs so they can find their own community and feel more at home,” she smiles.

It’s a stark contrast from her days as a high-performing executive, and even more so if she had gone on to build her own venture. How does she feel now about leaving behind the dream of being a successful entrepreneur?

Dr Liow grins. She has no regrets.

“Sure, I would have dived into a bakery business that focused on grab-and-go options for city folks or something fun, like glamping or boutique agritourism,” she says, smiling.

“But I realised the challenges of raising funds. Besides, I hope I stay on this path for a long time. I can’t envision myself doing anything other than being an educator now!”

These days, she knows her version of success lies in something greater. What she looks forward to most isn’t profit margins—it’s watching her students cross the convocation stage, knowing she’s played a part in shaping the next wave of entrepreneurs, professionals, and market disruptors.

“When they return to visit, and they’ve not only secured good jobs but found meaning and purpose in their roles, it’s incredibly rewarding,” Dr Liow says proudly.

The Courage to Fail

Sure, the lure of autonomy and a chance to build something that’s all your own is appealing. Pair that with the grants and funding offered by the government, and being your own boss doesn’t sound half bad.

But there’s more to being an entrepreneur than a business degree, a large capital, and the title of ‘CEO’.

How do you decide between standing up for your team as opposed to serving the interests of management? Or worse, how do you explain yourselves to friends and family if the venture doesn’t immediately succeed?

The entrepreneurship journey isn’t a smooth ride. It’s filled with hidden battles—and not everything can be neatly mapped out in a textbook.

While Coventry University has courses like its Bachelor of Arts with Honours in Global Business with modules such as Innovation Management and Entrepreneurship designed to give students the knowledge and skills to become well-rounded entrepreneurs, Dr Liow encourages them to think beyond the theory.

“I push them to empathise and humanise with real-life businesses, because one day, that person going through the motions might be them.”

As Dr Liow says, “A successful marketing plan or business proposal can only take an entrepreneur a certain part of the way. It’s the heart and human nature that builds businesses with a lasting positive impact.”

She speaks from experience as she recounts her time in the hospitality industry when she was thrown into the role of manager, having to lead a team of 20 out of the blue. So, what exactly is a true business mindset?

“It isn’t all about profit. It’s understanding that what you do has a larger impact on the world and the people around you. It’s genuine relationships and acknowledging weakness, asking for help when needed, and taking calculated risks,” Dr Liow explains.

“I faced my fair share of hard knocks,” she says, recalling her struggles to be a good boss. “Just because you’re a manager doesn’t mean you know it all. You have to talk to staff on the ground and be humble enough to accept that maybe they know better.”

In retrospect, learning the hard way was the best way. It taught her the importance of accepting failure as part of her growth and trajectory to success—a lesson that she weaves into her teachings at Coventry University.

Books can only teach students a portion of what makes them future business leaders and entrepreneurs because, as Dr Liow says, “It’s their resilience, drive, and confidence to venture out of their comfort zone that make them truly successful.”

The Gift of Guiding

Dr Liow proudly reminisces about the students under her tutelage who have come and gone.

"I've encountered numerous students who come back for their master’s degrees and others who start their own ventures after graduation and working in the industry," she says.

She takes pride in mentioning that they've excelled not only through obtaining their qualifications but also by confidently embracing the roles she has assisted her students in developing.

Her sole hope lies in their continuous improvement since "Innovation makes the difference between being a leader [in the field] and a follower," she chuckles, citing Steve Jobs.

As she steps back and contemplates her development as an educator, she comes to understand that she has inadvertently gained significant insights from her students as well.

Throughout all these times, I played the role of a guide assisting them in achieving their aspirations. However, truthfully, they've affirmed the value of my career as an educator by showing me that it's always possible to begin anew, despite the potential risks involved.

Singapore CBD office rents hold steady in Q1 despite vacancy rise

Office rents in Singapore’s Core Central Business District (CBD) remained largely stable in the first quarter of 2025, even as vacancy levels edged up and new supply remained limited, according to the latest market report from Colliers.

Core CBD Premium and Grade A office rents declined slightly by 0.1% QoQ to $11.67 per square foot, whilst average capital values held firm at $3,050 per square foot.

Despite the slight dip, rents in some premium buildings saw marginal increases, indicating continued interest in high-quality space.

“The core CBD Premium and Grade A segment is expected to outperform due to limited supply and resilient demand for quality spaces in the CBD,” said Tridiana Ong, Executive Director and Head of Tenant Representation at Colliers Singapore. “In contrast, projects outside the CBD may face some pressure, but could attract cost-conscious tenants with lower rents and different value propositions.”

Vacancy rates in the premium segment rose to 7.6%, largely due to the addition of Keppel South Central to the market. However, Colliers noted the building is already approaching 50% commitment, and expects overall vacancies to ease as excess space is gradually absorbed.

With limited new office supply projected over the next two years, the report encourages tenants to act decisively to secure preferred locations and lease terms. “Tenants should act decisively to secure space as supply tightens and the pool of options shrinks,” the report advised.

Colliers also saw sustained interest from tenants in sectors such as non-bank financials, technology, asset management, family offices, and professional services. Much of the activity is expected to be driven by renewals and flight-to-quality, as occupiers look to upgrade into modern spaces that reflect evolving workplace needs.

On the investment side, the growing divide between older and newer office buildings may present opportunities for repositioning.

As office dynamics continue to evolve, Colliers expects the CBD’s top-tier office segment to remain a key focus for both occupiers and investors amid tightening supply and structural demand for quality real estate.

On March 23, Carney dissolved parliament and called for a snap election to be held April 28, which he is currently favored to win.

He said that while Canada will negotiate with the US, Trump's signal that he will negotiate with several other countries means his nation will have to react similarly.

'In that context, Canada must also continue to deepen its relationships with trading partners that share our values, including the free and open exchange of goods, services, and ideas,' he wrote.

European Defense Startups Navigate Persistent Challenges

Since Russia invaded Ukraine, opportunities and investments for European defense startups have increased significantly, according to industry experts. Government actions and investor moves are transforming an area that was once synonymous with slow-paced progress.

A study released in February by the NATO Innovation Fund (NIF) and market analysis company Dealroom revealed that investment from venture capitalists in European startups focused on "defense, security, and resilience" surged by 30% over the two years leading up to 2024, totaling $5.2 billion.

This indicated a transition that was happening even prior to Russia's comprehensive attack in early 2022, as "core technologies" started being modified for military applications, according to Patrick Schneider-Sikorsky from NIF, who spoke with AFP.

He cited "additive manufacturing, artificial intelligence, radio frequency technologies, and battery technologies" as areas that had already drawn investments prior to " sheer necessity" accelerating their application and development on Ukrainian battlegrounds.

However, the pressing requirement to advance cutting-edge battlefield technology — a swiftly evolving objective amid the turmoil in Ukraine — still faces numerous obstacles.

One of the biggest challenges lies in persuading investors – ranging from sovereign wealth funds and public banks to pension funds or family offices of affluent individuals – to invest capital in defense. This sector is frequently grouped together with “sin stocks.”

'Like gambling and drugs'

A company that encountered this issue is the German start-up Donaustahl, which quickly shifted focus from producing accessories for sport pistol shooting to crafting armed drones.

Despite generating significant attention at last year’s Berlin air and space trade show, “Donaustahl, being a defense firm, has thus far been excluded from financial support and capital market investments,” founder Stefan Thumann stated to AFP.

He lamented that it was "exactly like gambling and drugs."

Although Thumann mentioned that he is currently in discussions with potential investors, he also uniquely chose to reach out directly to the customers who support his business. He did this through an active online presence aimed at raising funds by offering digital bonds.

Navigating limitations related to defense technology or what are known as "dual-use" items—those applicable for both civil and military purposes—would necessitate amending current pacts governing how investment funds allocate capital, or establishing entirely new funds, according to Schneider-Sikorsky from NIF.

Some indications of progress have emerged from government bodies.

Last year, the European Investment Bank decided to eliminate the condition that "dual-use" firms they fund must obtain at least half of their income from non-military clients.

When examining European governments from an eastern to western viewpoint, one can observe a clear progression in their attitudes towards technology—from more aggressive strategies to more protective ones—according to Jack Wang, the UK Managing Director at the venture capital firm Project A.

For example, neighboring country Estonia, which shares borders with Russia, recently declared the establishment of a €50 million ($54.1 million) fund aimed at investing in defense as well as dual-purpose technology sectors.

Last month, Pia Santavirta, who leads Finland’s public investment fund Tesi, listed “defense technology” as one of the “emerging growth areas” they were considering.

Private investors are detecting opportunities worth trillions due to substantial planned expenditures hinted at recently by both Berlin and Brussels. In particular, Germany has modified its constitution to allow increased borrowing for defense purposes.

'Out in the cold'

At the opposite end of the spectrum lies the final consumer, where defense startups encounter military acquisition processes accustomed to dragging out transactions for several years.

"Most VC (venture capital) funds have got used to investing in software to sell to small businesses or consumers," Project A's Wang said, expecting their backing to "convert to revenue... within one-and-a-half, two years".

"The military sales cycle doesn't operate like that".

"Both cultures are going to have to change," said NIF's Schneider-Sikorsky.

Defence ministries may in future "have a defence tech company that is almost on contract with the military to produce and continuously upgrade capabilities, as opposed to just selling a bit of hardware that's going to be stockpiled," he added.

"Some countries just need to get away from their specific gold-trimmed solutions," Donaustahl chief Thumann urged.

The nation is developing a robust technology sector, where successful fintech firms are promoting financial access.

Kabaka's Birthday Run: Paving the Way for Uganda’s Tourism Giant

OPINION By Najib Nsubuga More than one million participants endured the early morning rain shower and took part in the 12th anniversary of the yearly Kabaka Birthday Run (KBR), alongside His Majesty Kabaka Ronald Muwenda Mutebi II. The race organized primarily to commemorate Kabaka’s birthday has increasingly evolved into the largest social gathering in the nation. Kabaka cleverly uses this event to garner backing for various social causes, particularly promoting awareness and combating diseases.

This year’s event, leveraging his position as a UNAIDS goodwill ambassador, emphasized the importance of men taking action to secure better health outcomes. It aimed at shielding young girls from HIV/AIDS, with the overarching goal of eradicating the disease by 2030.

Nonetheless, it's important to recognize that for those taking part, the event transcends being just a social initiative; instead, they view it as a platform to honor the vibrant Baganda culture and history via musical performances and dances. It’s also considered an enjoyable gathering for fellow citizens, a perfect family outing, and a way to strengthen their connection to their origins, including possibly catching sight of the Kakaba.

Yet, beneath the cultural, social, and celebratory importance of the KBR lies an untapped potential for Ugandan tourism. Through harnessing its distinctive mix of cultural legacy, historic landmarks, and vibrant festivities, the Kabaka Birthday Run could attract numerous international tourists. Despite minimal domestic promotion, the race has drawn participants not only from within Uganda but also from abroad on multiple instances. On the day of the event, I encountered three young women from Kenya who had come specifically to take part in this initiative.

Even though this increasingly popular run attracts both locals (not limited to Bagandans) and features elaborate celebrations, it still remains mostly unrecognized and sparsely frequented by an international audience. This presents a lost chance because the event possesses every element needed to turn it into a significant tourist draw.

In terms of its origin, the KBR addresses a global challenge: raising awareness and uniting efforts to eradicate HIV/AIDS by 2030. Combating AIDS is a central objective on the worldwide platform of the United Nations via UNAIDS, and initiatives in this area hold the potential to draw support from advocates globally.

Secondly, due to its inherent design, the KBR route allows participants to discover the city’s key landmarks, cultural hubs, and historic locations. This path winds through significant spots such as the Kabaka's Palace, the culturally rich Kabakanjagala Road, Bulange Chambers, Namirembe Cathedral, Kasubi Royal Tombs, the Kabaka’s Lake, Makerere University, the Golf Course, Kololo Independence Park, and the Gaddafi Mosque, amongst others.

In addition to monuments, the participants get the chance to experience Kampala city life that includes the delicacies and cuisine, the music and dances, the bars and eating points, the traffic flows with bodabodas jostling through every available space, the free connection with others and interaction with the city’s highs and lows.

As a regular participant, I can attest to the fact that at some point, the revelers forget the cause and instead exploit the opportunity to enjoy themselves to the fullest. I have seen a good number taking pride in their clan's totem sculptures on Kabakanjagala road, others dancing to random tunes, others mesmerized by the entertainment from highly trained dogs and others taking pictures at each monument they come across.

All that makes Imagine a scenario where the Kabaka Birthday Run is marketed and promoted as a premier tourism event, attracting visitors from around the world. The event could be packaged with other tourism products, such as cultural tours, walking city tours, accommodation packages, and local cuisine, to create a unique and unforgettable experience for tourists.

The benefits of promoting the Kabaka Birthday Run as a tourism event are numerous. Firstly, it would provide a much-needed boost to the local economy, as tourists would inject money into the local businesses and communities. Secondly, it would promote cultural exchange and understanding, as tourists would have the opportunity to experience the rich cultural heritage of Buganda. Finally, it would enhance Uganda's reputation as a tourism destination, showcasing the country's unique cultural and natural attractions.

However, to achieve this vision, there needs to be a concerted effort from all stakeholders, including the Buganda Kingdom, the Uganda Tourism Board, the Ministry of Tourism, Kampala Capital City Authority and other key tourism players. This would involve investing in marketing and promotion, infrastructure development, and product development.

I believe that anyone in the tourism industry can easily see the potential of developing the KBR beyond just a local event, but a premium tourism product that can be sold to the international community. This will unlock its potential and reap the economic, cultural, and social benefits that come with it. It is time for us to wake up to this opportunity and work together to make the Kabaka Birthday Run a major tourism event in Uganda that is deeply rooted in our moral and cultural values.
